23.10.2026, MALI:
The President of the Transition receives reports 2021 and 2024 from the OCLEI.

The President of the Transition, His Excellency the General of the Assimi GOITA Army, received, on Thursday, 22 October 2026, in the Banquet Hall of the Palais de Koulouba, the annual reports 2021 and 2024 of the Central Office for Combating Illicit Enrichment (OCLEI), from its President, Dr. Modibo SACKO. The ceremony was attended by the Prime Minister, Major General Abdoulaye Maiga, the President of the National Transitional Council, members of the Government and Presidents of the Institutions.

Introducing the reports, the President of OCLEI, Dr Modibo SACKO, said that fiscal year 2021 had consolidated the institutional and operational bases of the Office. More than 1,400 actors were sensitized, 968 of 968 property claims were checked by the Supreme Court, 12 cases were referred to the courts, and a survey of illicit enrichment techniques in the public administration was carried out.

The 2024 report, the heart of its presentation, enshrines the continuity of this dynamic. The Office conducted 21 prevention activities, involving 2,025 participants, including 761 women, reviewed 48 cases, 13 of which were referred to the judiciary, and strengthened its national and international cooperation. However, Dr Modibo SACKO noted the poor implementation of the recommendations, as well as persistent challenges, including access to land information and the lack of a headquarters, before seeking the support of the highest authorities.

The President of the Transition, His Excellency the General of the Assimi GOITA Army, after receiving the report from Dr. SACKO, welcomed the commitment of the Office, which works “with rigour and perseverance in a sensitive and strategic area”. These reports, he stressed, “cannot be reduced to mere administrative formalities”. They must be “an instrument of governance, a tool for assessing public action and a faithful mirror of our collective capacity to combat the economic and financial abuses that weaken the state”.

The President of the Transition recalled that “no State can build itself on a sustainable basis in corruption, illicit enrichment and impunity”. He therefore reaffirmed the choice of the Transition to break with the predation and trivialization of the diversion of public funds. He also called for strengthening state authority and republican discipline.

The Head of State welcomed the progress made, in particular in preventing and raising awareness among thousands of citizens, in transmitting significant cases to the judiciary and in strengthening cooperation. These achievements demonstrate, he stressed, that “the momentum is real” and that this struggle produces “tangible effects”, provided that it is supported by increased citizen mobilization.

Referring to the difficulties mentioned by Dr Modibo SACKO regarding access to certain information, in particular land and government, the Head of State recalled the recent creation of the National Land Centre. According to him, this pole will allow synergy of actions in an area that is “par excellence” a persistent source of corruption. It also called for speeding up the modernization of control tools and the digitization of procedures.

The President of the Transition also called for “more rigorous and sovereign” reflection on evaluation tools. He therefore urged OCLEI to establish “a reliable and credible national mechanism for measuring illicit enrichment” and to make it “a strategic requirement”. It took note of the Agency ‘ s human, technical and material needs, as well as an appropriate headquarters.

“The construction of a sovereign and stable Mali necessarily requires our exemplary management of public resources,” said the Head of State, who spoke of a struggle “albeit difficult, but not impossible”. But a struggle that calls “a patriotic burst.”
